Role overview 

Working within the council’s Housing Service, you will be responsible for all work streams relating to fuel poverty, affordable warmth & energy efficiency, including any staff, contractors and budgets relating to these. Most importantly you will be coordinating the award winning Warm Homes Oldham scheme, a Partnership funded project using a holistic approach to help residents out of fuel poverty. 

Key responsibilities
  • To ensure effective development, co-ordination and delivery of Oldham’s Affordable Warmth Strategy with partners in health, housing, the voluntary sector and other agencies 
  • To bid for, develop and implement energy efficiency and fuel poverty initiatives targeted at areas and communities in greatest need throughout the Borough
  • Ensure raised awareness of affordable warmth/ fuel poverty issues among residents, health professionals and Oldham Partners.
  • To effectively manage contractors to deliver the Warm Homes Oldham service and ensure quality outcomes for residents
  • To manage staff and budgets in relation to the delivery of the current fuel poverty initiatives in the Borough. 
Key Requirements 

To succeed in this role you will need as a minimum:
  • Have experience of working in the field of fuel poverty or energy efficiency and proven track records of delivering outcomes and working to targets
  • To be educated to degree level or equivalent
  • Experience of strategy and policy development
  • A competent knowledge of affordable warmth issues, including energy efficiency, fuel poverty, health and housing-related issues.
  • A good understanding of the UK energy market and funding options available
  • Experience in contract management and procurement of contractors
  • Experience of managing budgets, financial forecasting, spend and monitoring
  • Proven track record of bidding for funding and income generation 
  • Good communication skills including the ability to articulate a vision, write and present clear, concise reports to a wide range of audiences
