Based: Hybrid, when in the office based at The Spindles, Oldham Town Centre, with some working from home.

Role Overview:

It’s an exciting time to be joining Oldham, we have ambitious plans to improve and transform Adult Social Care. As part of our reform and improvement journey, we have completely redesigned our Commissioning and Market Management Service, and created two teams, one focussing on adults of working age, and the other, older adults.

 

The teams bring together our commissioning, contract management, quality oversight and improvement and brokerage functions. Each led by a Head of Service, the teams will have responsibility for ensuring that residents of Oldham with care and support needs can have confidence in the local care sector to deliver services of choice, that are of good quality and sustainable, and able to provide support in a strength based, preventative way.

Key Responsibilities:

The post holder will be responsible for the management of the Adult Social Care Commissioning and Market Management Service for Working Age Adults ensuring the effective delivery of strategic commissioning, market development, brokerage, quality assurance, contract monitoring, intelligence gathering and analysis, market and cost analysis, market management and oversight and provider failure management, ensuring that Care Act duties are fulfilled.

 

You will be responsible for ensuring that strategic commissioning incorporates effective community engagement so that adult social care commissioning strategies and services are directly shaped by and deliver the social care, health, learning and wellbeing needs of individuals and of local communities.   

 

Key Requirements:

To succeed in this role, you will need as a minimum:

  • A degree or equivalent professional qualification
  • A proven track record of successful strategic leadership within an organisation of comparable scope and complexity with a developed understanding of the issues facing Commissioning, Market Management and Quality
  • A proven record of success in communicating and engaging with a wide range of internal and external bodies, building partnerships and productive working relationships and positively promoting organisational reputation and interests
